Well I'll get this thing started as soon as things need defining, which will be often. What's a good story with out a bunch of words that don't make sense:)

GSY: Galactic Standard Year; set by a division in the GPF, it standardizes units of time in order to get a galatic time standard, so that a space ship, comming in at 33:40 will come in at that time and not some other time. In addition all year references are in terms of the founding of the GPF. Here is a break down of what makes up a GSY, both units of time and what they are about to earth time standard.

Break Down of Time Units   GSY and What it Equals in Earth time
100 miliseconds = 1 second   1 sec = 1 sec
100 seconds = 1 minute   1 minute = 1min 40sec (1.67min) approx.
100 minutes = 1 hour   1 hour = 2hr 46min 48sec (2.78hr)approx.
100 hours = 1 day   1 day = 11d 13hr 40min 48sec (11.57d) approx.
100 days = 1 year   There are no weeks.
100 years = 1 century   There are no months.
well you get the point   1 year = 3y 62d 1hr 12min (3.17y) approx.

GPF: Galactic Police Force; founded only some 2000 GSY ago. It is a coalition of several planets, who have agreeded to only use one set of laws, bring order through out their boarders, and to prosecute those who violate them. It was for the first 492 GSY know as the GJC, until under new directives and a new role the GJC was renamed to GPF.
